Providing content for your site.
You must provide content for your "Free Site". Whether is is a collection of Free Samples available on the web or a resource for Free Graphics you must do the work and collect together the resources for your page.
To put it bluntly, there is no alternative to hard work.
Visitors will be attracted to your site based on what you can offer them. If they can get the same advice, service or freebie elsewhere, than they will go elsewhere. You must work hard to make your site unique. Stamp it with your individuality, collect together resources that no one else has, perhaps categorise them in a different way.
You don't need me to tell you that the web is huge, and it is going to be a difficult task to come up with original and interesting content, but who ever said running a Free Site would be easy?
